The Enterprise Zone (EZ) program is a job incentive initiative designed to provide Louisiana income and franchise tax credits to new or existing businesses that create permanent net new full-time jobs. The program requires that at least 50% of these jobs be filled by individuals from targeted groups. Benefits include:
- A one-time tax credit of $3,500 or $1,000 per net new job created.
- A rebate on state sales and use taxes paid on qualifying materials, machinery, furniture, and equipment, or a 1.5% refundable investment tax credit on total capital investment.
Eligibility Criteria
- Businesses must create a minimum of five new full-time jobs within 24 months or increase their workforce by 10% within 12 months.
- At least 50% of the new hires must come from targeted groups such as residents of an Enterprise Zone, recipients of public assistance, individuals lacking basic skills, or those considered unemployable by traditional standards.
Ineligible Participants
- Employers in the gaming industry or residential developments
- Churches
- Retail employers with NAICS Code Sections 44 and 45
- Employers with NAICS Code Sections 721, 722, and 5613
