The High Impact Jobs Program (HIP) helps Louisiana businesses grow by rewarding the creation of new, well-paying jobs. Qualifying companies can receive up to five years of reimbursable grants for jobs that pay above the parish (county) average wage, with higher wages earning higher grant percentages. HIP is designed to support businesses of all sizes—any company creating at least one new qualifying job can apply. Sole proprietorships are ineligible.
Benefit Tiers:
- 18% grant – for new jobs paying at least 125% of the parish average wage.
- 22% grant – for new jobs paying at least 150% of the parish average wage.
- 8% grant – for new jobs in distressed areas paying at least 110% of the parish or regional average wage (whichever is lower).
Eligibility:
- Jobs must pay above the parish average wage, except in designated distressed areas.
- Qualifying positions must be full-time, at-will employees (not seasonal or temporary).
- Employees must be based in Louisiana (onsite or remote) and include a basic health benefits plan.
- Companies must employ workers directly or through a named subsidiary.
Ineligible Industries: Gaming, automotive rental and leasing, retail sales, professional sports teams, state or political subdivision enterprises, and local utilities such as solid waste, sewage, or water systems.
